Who We are

The NNPCL/Heirs Energies JV OML 17 Host Communities Development Trust (HCDT) is a community-focused initiative established under the provisions of the Petroleum Industry Act (PIA) 2021. As a statutory trust, we are dedicated to driving sustainable development and improving the quality of life for the people within the OML 17 host communities in Rivers State, Nigeria—an oil-rich region and key contributor to the national energy sector.

Funded by the 3% operating expenditure (OPEX) contribution mandated by the PIA, the Trust is designed to ensure that oil-producing communities directly benefit from extractive activities taking place in their environment. The NNPCL/Heirs Energies JV is committed to transparency, accountability, and impactful community engagement through this Trust.

Our Core Responsibilities

Our core responsibilities include community needs assessment, planning, and effective projects/programs implementations, development of infrastructural facilities, health care delivery, education and man-power development, economic empowerment, and conflict resolution for peaceful co-existence. The Trust works closely with community stakeholders to ensure inclusive participation and effective management of resources.

The OML 17 HCDT reflects a new era of partnership between energy operators and host communities—one built on mutual respect, shared prosperity, and a common goal of lasting impact.
